The Small Business Customer Experience (SBCX) is a centralized platform that supports small business participation in federal procurement. It streamlines how vendors interact with government users by enabling:
- Subcontracting plan submissions and reviews
- Small Business Reviews (SBRs)
- Forecast opportunities
- A searchable Small Business Directory
- Business profile management
- Collaboration and outreach opportunities
SBCX is managed by HHS OSDBU and supports the federal acquisition lifecycle while promoting small business inclusion.
Business Directory & Forecasts
1. HHS Small Business Directory
- Search by keyword, NAICS, UEI, company name, or business category
- Categories: VOSB, SDVOSB, WOSB, SDB, HUBZone, 8(a)
- Industry users see only public data; OTSBs are not listed
- Businesses manage their profile content
2. HHS Forecast Opportunities
- Search current and future HHS procurement opportunities
- Filter by NAICS, title, division, contract type and value
- Registered users can export results to Excel
Joining and Accessing SBCX
1. Registering as a Vendor
- Register via the top menu (requires public SAM.gov record)
- POC in SAM automatically becomes the initial SBCX admin
2. Logging In
- Email + password + one-time 6-digit code (expires after 30 min)
- If login fails after 5 attempts, account is locked
3. Resetting Passwords
- Use "Forgot Password" on the login page
- Copy/paste temporary password with no extra spaces
- Follow prompts to create new password

Q1: Why can't I log in?
- Check email/password or reset password
- 5 failed attempts = lockout
Q2: How do I get approved?
- SAM POC must activate new users via User Management
- No automatic approval for non-POC users
Q3: Why can't I change my password?
- Ensure you copy only the temporary password
- New login requires a separate one-time 6-digit code
