This guide walks you through the step-by-step process to register your business on the Small Business Customer Experience (SBCX) platform. You’ll learn how to:

Before You Begin:
Make sure you have an active SAM.gov registration with access to:
- Your Unique Entity ID (UEI)
- Your CAGE code
- A public-facing SAM.gov profile
Registration Steps
Select Register
Provide your Email Address
Enter the Validation Code
Enter your User Information
Provide your UEI and CAGE code
Verify the UEI listing
Create a Password
Complete your Initial Registration
Request Access Approval from your SAM POC
Step 1: Select Register
Go to https://osdbu.hhs.gov and click the Register button in the top right-hand corner.Figure 1. The SBCX Homepage.
Step 2: Provide Your Email Address
Enter a valid email address. SBCX will send a validation code to that address.
Your email becomes your username in SBCX.

Step 3: Enter the Validation Code
Check your inbox for a message from noreply@mysbcx.hhs.gov.
Enter the code and click Continue. If you don’t receive it within a few minutes, check your spam folder.
To use a different email, click Cancel and restart the registration.Figure 3. Email validation.
Step 4: Enter Your User Information
Fill in your full name, phone number, and job title. This information is tied to your SBCX user account.Figure 4. Entering user details.
Step 5: Enter Your UEI and CAGE Code
Enter your UEI and CAGE code from SAM.gov.
Your SAM.gov registration must be active and public.
SBCX uses this data to populate your company profile.

Step 6: Verify the UEI
Confirm that your business information matches the correct SAM.gov listing.
If the listing is incorrect, you’ll need to correct it at SAM.gov before completing your SBCX registration.
If necessary, cancel the registration and restart with correct data.
Tip: Repeated failed UEI verifications may indicate issues in your SAM profile.
Step 7: Create a Password
Create and confirm your password. Your password must meet SBCX requirements:
8 or more characters
One uppercase and one lowercase letter
One number
One special character

Step 8: Complete Registration
Once you submit your details, SBCX will confirm your registration.
If you’re a SAM "Government Business" POC, you’ll receive immediate access to SBCX and to the User Management section in Manage My Business.Figure 7. Primary SAM POC Access.
Step 9: Request Access Approval
If you’re not a SAM POC, you’ll see a message that your account is inactive and must be activated.
Ask your SAM-authorized POC to approve your registration in SBCX.
Keywords in the message:
“You are not the primary contact.”
“Your account is currently inactive.”

FAQ: What Does “Sign-In Failed” Mean?
If you see this message when trying to log in:
“Sign-In Failed”
…it usually means your account has not been approved yet. Contact your SAM POC to activate your SBCX account.
